The Comprehensive Plan is a long-range policy document that guides the location, design, density rate and type of development within a community. The Comprehensive Plan is a guide to decision-making about the natural and built environment that is used by the City Council, Planning Board, Zoning Board of Appeals and others. It is also a guide for City Staff and the public to use in the planning process.
The Comprehensive Plan contains ten overarching goals for Watertown’s future and recommendations that will further the City’s efforts to achieve those goals. It also recommends how land should be used and divides the City into future land use character areas.
