Mr. Roth made his first move into public service in the late 1880s, serving as an Alderman for Watertown's Third Ward in 1890. He was the Republican candidate for Mayor of Watertown in 1891 and elected in November "by a 67 majority" vote over Democrat James D. Wise. Roth began his mayoral duties in January 1892 and served a term of one year.
He married Emily V. Santee and the couple had one son, Roswell John Roth.
Mr. Roth died July 31, 1907, at the age of 52, in the City of Watertown and was buried in his home state of Pennsylvania.
