Community Development Block Grant Program (CDBG) 

Community Development Block Grant Program Overview

The Community Development Block Grant (CDBG) Program is a federal grant program authorized by the Housing and Community Development Act of 1974, as amended. The City of Watertown is an entitlement community under the program and receives annual grants to develop decent housing, a suitable living environment, and economic opportunities, principally for low and moderate income persons.

CDBG funds can be used to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and the provision of improved community facilities and services.  Activities that can be carried out with CDBG funds include, but are not limited to: acquisition of property; clearance of deteriorated structures; renovation of housing; construction of streets, sewers and sidewalks; provision of public services; assistance to businesses that provide jobs for low-income persons; and assistance to low-income households in purchasing homes.


Citizen Participation


As part of the CDBG Program process, the City of Watertown is required to adopt and follow a Citizen Participation Plan that outlines ways in which the City will provide for and encourage citizen participation in the development of its CDBG Program.  The Citizen Participation Plan (see the link below) outlines a process that will ensure that low and moderate income residents and community organizations have ample opportunity to review and comment on all aspects of the City’s CDBG Program including the development of the Consolidated Plan and the Annual Action Plans as well as Consolidated Annual Performance and Evaluation Report (CAPER).

As part of the CDBG Program, the City must adopt a multi-year Consolidated Plan which describes community needs, resources, priorities, and proposed activities to be undertaken.  In addition, the City of Watertown must also submit an Annual Action Plan that describes the specific planned uses of the CDBG funds for the upcoming year.

Consolidated Annual Performance and Evaluation Report (CAPER)


The City of Watertown will monitor all projects to determine the effectiveness of its CDBG Program in meeting the described goals in the Consolidated Plan.  At the conclusion of each program year, the City will submit a CAPER to HUD.  See the link below for the current CAPER.
